The California's Department of Managed Health had announced that it would keep an iron hand to manage unlicensed health discount plans which have been marketing themselves under the banner of health insurances. The department would also impose regulations to make sure that the discount plan is not insurance by verifying reports.
The discount plan companies often manipulate the providers to lower the price for the cash consumers who have enrolled to the plan. The consumers have been facing problems since most of the providers including doctors do not honor health discount cards. Most often the discount plans get confused with insurances. In a real insurance plan, payment would be given for medical services while in discount plans the cash price for those without insurance would be lowered.
Many of the unemployed ones in Santa Clara County are depending on the health discount plans for getting access to medical care. But they are disappointed as there are no providers who would support the plans in their area.
