It is about five years, doctors and nurses at the Carroll Hospital Center emergency room were primary care provider for John Guarnera.
He visited the emergency room about a dozen times asking treatment for health care trouble ranging from an abscessed tooth to a bad cold, which turned out to be bronchial asthma and needed an eight-day hospitalization. Guarnera is among a predicted 20,000 to 24,000 Carroll County residents who have are without health insurance, a figure based on statistics from the U.S. Census Bureau.
The clinic in downtown Westminster that is opened in January 2005 is one of the only sources where low-income, uninsured residents could get free health care.

This is why Massachusetts has passed a "Universal Health Plan"
to insure that every ciizen of the Commonwealth is covered v
