With a quarter of Texans missing health insurance, and Texas' share of Medicaid spending consuming about 25 percent of state expenditure, health plan is on everyone's mind around Austin. Gov. Rick Perry's program is to sell the draw and use the proceeds to assist more Texans buy health insurance. The Senate's health guru, Flower Mound Republican Jane Nelson, just launched a bill to deal with Medicaid.
